According to current research, social host laws are among the most effective forms of public policy in reducing binge drinking and drinking and driving. Social host laws reduce underage drinking by addressing the environment of highest risk for youth binge drinking: home parties. Social liability ordinances hold non-commercial party hosts accountable for underage drinking events that occur on their property by imposing civil penalties determined by local municipalities. These policies give law enforcement an effective tool and serve as a significant deterrent to hosting the parties in the first place.
