Integrating local research, training and policy expertise, Ventura County Limits has assisted communities with identifying and addressing the environment of highest risk for youth binge drinking: home parties. Working closely with the Center for the Study of Law and Enforcement Policy, the partnership enacted Ventura County's first Social Host Ordinance in January, 2006, holding party hosts accountable for underage drinking events on their property. Within 18 months all ten cities and the unincorporated area of Ventura County had enacted and begun implementing Social Host Ordinances.
